The seat count on the permit and the seat count for a comfortable five-day trip are different numbers. Book on the second one. A 17 seater with seventeen adults and their suitcases for a week is a vehicle nobody enjoys by day three; the account lists what each layout carries and the itinerary builder will suggest the mix when a party is at the edge.
Where a tempo traveller can and cannot go
Most of Kashmir is fine. A few places are not, and an organiser should know them before the itinerary is sold:
- Gulmarg in winter. The climb is open, but in snow the last stretch is for vehicles with chains and a driver who knows it. Dispatch decides on the day whether the tempo traveller goes up or the party transfers to SUVs at Tangmarg.
- Above Pahalgam. Aru, Betaab and Chandanwari are run by the local taxi union and outside vehicles, tempo travellers included, stop in Pahalgam. Build the local vehicles into the day and the quote. The Pahalgam guide explains the rule.
- Beyond the Sonamarg check-post. Thajiwas and the meadows are reached from Sonamarg on foot or by pony; the road beyond is seasonal and restricted.

- Old Srinagar. The lanes of the old city are a walk, not a drive, for any vehicle bigger than a sedan.
Groups above 17
A group of twenty is not "one tempo traveller and squeeze". It is a tempo traveller and an SUV, or two tempo travellers, priced as one booking with one voucher. The account prices the vehicle mixes that fit a party and nudges toward the combination that makes the better trip: keeping a family together in one vehicle, keeping the luggage with the people who own it. For very large parties, a coach is outside the platform; the account will say so rather than sell what cannot be run.

Can a tempo traveller go to Gulmarg in winter?
The road is open through the ski season, but in snow the last stretch above Tangmarg may need chains or a transfer of the party to SUVs.
